According to Montana fishing regulations moving bait fish between States is illegal. Fishermen have apparently been moving baitfish from Montana into Wyoming and from Wyoming into Montana. Bait fish movement has been occurring in the Tongue River Reservoir area and Sheridan, Wyoming.
