Permits to float the Smith River are in the mail. This year, 5,346 people applied for a permit to float the central Montana river and 893 received the permit they sought. That's about a 17 percent success rate. Total applications this year were slightly behind last year's total of 5,704 and down from the record of 5,820 applications submitted in 2008. Of this year's applicants, 4,376 were Montana residents; 970 were nonresidents.
